Dwarven Holds - Week 2 Proposal

We decided to offer repaired solutions to two design changes from Week 1 (as none were really green-lighted and both required minor tweaks to be in-line with your (RT) comments). As we waited first week for more input, and this is supposed to be Week 3, we ask for you attention to both. Also, one is about major nerf to our army, so we need to do it carefully.

We have to state that we see our army being mid-tier, which is backed by vast majority of Tournaments and Games Played. In that sense huge nerfs must be balanced out carefully, or we will fall into lower Tier, which should not be an option. We do not want our army in Top Tier either, we think Top Tier armies should be seriously toned down.

1. Removal of Special Deployment options from Core and Nerf to Grey Beards unit. This one has to be taken in full, or not at all. It is a huge balancing change, but we respected all of your comments (even the limiting of Special Deployment and Number of Machines trough making them compete for points in Rare):
1.a Remove Ambush and Scout options from Warriors, Shooters and Grey Beards, leaving core with no Special Deployment Options.
1.b Reduce of Grey Beards BS from 4 to 3
1.c Streamline price of Shields for Grey Beards with the rest of the similar units (2 points per model, 1 point if used with another Close Combat Weapon)
1.d Make Shooters unit size 5-25 (lower limit changed) to increase diversity, while leaving upper limit unchanged. Smaller units will not empower gun-lines, but might introduce new building options, enriching Core section
1.e Add new Rule:
Retribution(a placeholder for a name, as B&S Team is currently changing names, do not know what is available)
Dwarf General can take Oath of Retribution for 50 points enabling Vanguard as available option for Core Warriors and Grey Beards and Special Iron Guard and King's Guard at 1 point per model. (as per Kent's suggestion)
1.f Add a new Unit of Rangers in Rare:
Rangers, Unit size 5 Price 50 pts Add up to 15 for 10pts per model
WS4 BS3 S4 T4 W1 I2 A1 Ld9
Heavy Armor
Strider, Scouts
Optional upgrades:
Thrown weapons 2 point
Crossbow 2 points
Shields (2 points if with Hand Weapon, 1 point if with another close combat weapon)
One of: Additional Hand Weapon 1 point or Great Weapon 2 points
1.g Add a new Ambush Unit in Rare:
Miners, unit size 5-20: 10 points per model
WS4 BS3 S4 T4 W1 I2 A1 Ld9
Heavy Armor
Ambushers
Optional upgrades:
Thrown weapons 2 points
Shields (2 points if with Hand Weapon, 1 point if with another close combat weapon)
Great Weapon 2 points
Blurry on turn they arrive on the table 10 points
Champion upgrade for re-rolling arrival 20 points

2. Rework of certain Runes to accommodate balance issues noticed by ABC, RT and Balancing Board
2.a Remove Rune of Enfeebling (to make room for one new rune, as requested by RT in response to Week 1 suggestions)
2.b Increase price on Rune of Illusion for 5 points (New ABC Suggestion, Balance Issue)
2.c Move the Rune of Shielding entry from Armor Section to Talisman Section (It was deemed as ok by enough of you guys, but you said to wait)
2.d Changing the Rune of Harnessing (25pts):
The Dwarven Hold player receives a +1 bonus to his Channeling Rolls, and the opponent receives a -1 penalty. (toned down and made a bit more expensive if the same effect is desired)
2.e Rune of Grounding 30pts
The Dwarven Holds player may remove a Power Dice from his own magic phase and add it as a Dispel Dice in the opponentsmagic phase.
Max 1 per army. (as you said it was fine)

We address the issues brought by Balancing Board separately:
3. Price of Steam Bomber to be increased to 110 points

4. Price of Guild Master - we need to defend this. The character is seen only as BSB, not a single build with it in other form, and it is not worth 33% increase. It has only a basic set of rules, nothing special to convey to the army, no access to mounts... If some Increase needed, 20 points is certainly way too much, compared to other T5 Characters, as Diego suggested to do. Thus:
4.a Inrease of 15 points should be maximum. For 20 points, access to Palanquin Mount, if taken as General should be available (with certain rework to reduce one wound). Please advise.
4.b Also, in order to follow the Guideline for Mundane Equipment, GW should be 10 points, and Shield should be 8 points
4.c Holdstone should be a bit cheaper because of being significantly weaker in challenges. It should be 20 points for Guild Master.

5.Dwarves do not have Power Level 3 on their Bound Spells. We've tried to inquire if the balance Board has overlooked this and included DH by mistake, or if they're meaning that the Runic Combo of Mastery + Brilliance at 75 pts is too strong/cheap (since it gives +1 To Cast and a single Re-roll), or if they want the entire Runic Bound Phase of the Dwarven Magic to be redesigned altogether. We've asked for clarification here:
Reports from the balance board - discussion
But have received no reply (for 4 days at the time of posting). We will put potential changes on hold until the balance board can be a bit more specific with what they mean. We consider the issue an oversight on their part for now.

Gdyby bylo add up 20 to dodajemy
a add up to 20, dodajemy do 20 modeli

A co z unitami 10 modeli które mogą add up to 5 models?
Max rozmiar unitu to podstawowa ilość+wartość możliwa do dokupienia.

Kontr propozycje do RT.
I've decided to only include the issues were we've offered counter-proposals, or where we got acceptance but a suggested price change.

Week 2 Final Proposal Dwarven Holds.

1 C. Keeping 3 pts for Greybeards & Shields, 1 pts if can't be used with Parry.
ABC Comment: Let the unit remain the same until the Parry changes go through, tweak after that. It's the Shields that makes the unit strong, very little critique have been leveled against GW Greybeards.

1 D. Shooter unit size 5-25
ABC Comment: They will have no access to special deployments (although, further down the document, you'll find other Core will).

1 E. Let 1 Warrior/Greybeard unit buy Vanguard. Warriors may buy vanguard at 1pts/model if max 30 in unit. Greybeards may buy vanguard at 2pts/model if max 20 in unit. Characters joining the units in deployment may also benefit from Vanguard.

ABC Comment: Core must be able to follow the rest of the army in some way to be viable, or it will be impossible to push. We think Sir_Jokers compromise looks reasonable, and we suggest letting one unit in Core buy Vanguard (and letting characters joining it also benefit from it). So, it's either 1 unit of Warriors or Greybeards- no Shooters. 1 Core vanguard + 1 Banner with the new units and Seekers will make for highly competitive Dwarf Armies. We've added a unit cap to each unit to tone it down a bit.

1 F. Ranger Unit (Changes based on feedback)
Rangers 11 points/model
Unit Size 5-20
M3 WS4 BS4 S3 T4 W1 I2 A1 Ld9
Heavy Armor
Scout, Strider (Forest), Relentless, Grim Resolve
Thrown weapons 1 point
Crossbow 2 points
Shields (2 points if with Hand Weapon, 1 point if with another close combat weapon)
One of: Additional Hand Weapon 1 point or Great Weapon 2 points
Unit of max 10 may buy skirmish at 1pts/model

ABC Comment: S3 and BS4. has been changed, along with Strider: Forest and a slight increase in cost. Option for Skirmisher also available. The Dwarf ABC would like to remind the RT that an almost identical unit existed in Rare in 8th (albeit without BS4) and that it was never used in competitive play. While this new unit is slightly improved, its circumstances have also changed- being in Rare, it now actively competes with the entire array of warmachines a dwarf army has, along with Steambombers, Hold Guardians, Berserkers and Miners (RT willing, that is!). Note that this unit does not have the Shieldwall rule (and when Parry is changed, Shield cost could perhaps go down to 1pts/model?).

1. G Miner Unit (Changes based on feedback)
Miners 10 points/model
Unit Size 5-20
M3 WS4 BS3 S4 T4 W1 I2 A1 Ld9
Heavy Armor
Ambush, Relentless, Grim Resolve
Thrown weapons 1 point
Shields (2 points if with Hand Weapon, 1 point if with another close combat weapon)
Great Weapons 2 points
(Test/Feeler- May take Pistol for 3pts instead of GW/TW?)

ABC Comment: This unit remains intact, with S4 and BS3. We would very much like to avoid a merging, not only because fluffwise have the two been separate, but also due to their new changed stats relevance- and the superiority of the Scout rule over Ambush. If they were one unit, Scout would always overshadow Ambush (which is a vastly inferior rule). The ABC would also like to alert the RT to the Miner unit in the 8th armybook- it used to be in Special back then, with 10 points per model (and they got soft cover at the turn of arrival) yet it also wasn't used in competitive play in the slighest (and then it even had access to an arrival reroll). One of the main reasons for that was the 10+ minimum size requirement, and the fact that Ambush really isn't an amazing special rule on Dwarves with M3. Large units are unlikely to be seen, since they're a big investment in troops that with bad luck wont enter the battlefield until much later, and also will take up Rare space.

With the min. unit size being 5, you can have smaller units you don't have to commit to, and they could find room in competitive armylists as delayed WM hunters or flankers. They're also in Rare, competing with a lot of the other premium units (Rangers, Berserkers, Bomber, Warmachines, Hold Guardians). Also, just like with Rangers, no shieldwall.

(Also, throwing this out here as a feeler- if the unit is passed, how does the RT feel about letting the unit pick between GW/Pistol? Some of the ABC feel TWs are a bit overused, and Pistol picked instead of a GW could help create a unique feel of a unit that uses blasting charges/pistols/gunpowder in general as their way of fighting?).

2 E. Rune of Grounding increased to 50 pts.
ABC Comment: Accepted.

3 Steambomber made Max One Per Army, Price increased to 125-130, +1 Wound
ABC Comment: In the future, we'd like to expand further on the Steambomber to become more unique (possibly on a chariot base, and price hike to 200, with new options and toughness. Some type of Gunship? Excellent modeling opportunity for Zeppelins!) but this week is not the right time for it. By increasing the price, it becomes unsuitable as a diverter, which was one of the main worries for the flyer spam was it not?

4, 4 B, 4C Thane will increase by 20pts, GW to 10, Shield to 8, Holdstone to 25.
ABC Comment: Accepted.

5. Rune of Mastery and Brilliance will remain unchanged
ABC Comment: But we will keep an extra eye out for it if it begins to crop up. Thanks RT for going back on your change.

A speedy response, if at all possible! We're itching to get to work on the document. Thanks for hearing us out!
